UST compliance in Maryland

Maryland's Oil Control Program at MDE regulates tanks under COMAR 26.10, fully replaced effective June 13, 2022. MDE reported 9,652 active USTs at 4,425 facilities in FY2018; EPA counted 6,998 active USTs in its mid-year FY2026 measures [1][2][3].

  • Maryland is stricter than the federal floor on spill buckets: an MDE-approved spill catchment basin test within 30 days of installation, upon repair, and at least annually [4].
  • Containment sumps are tested within 30 days of installation, upon repair, and at least every 3 years (down from 5 years under the old rule) [4][5].
  • A failing sump loses 1/8 inch or more in one hour; failures are reported to MDE within 2 hours and product leaks are repaired before testing [6].
  • Installation, repair, removal and inspection of UST systems require an MDE-certified UST System Technician, Remover or Inspector present during all phases of the work (COMAR 26.10.06) [7].

What that means for a site owner

A sump or spill bucket that fails its integrity test has to be repaired and retested within 30 days [F]. Spray Shell can inspect, prep, structurally repair and line the equipment, and can coordinate the certified retest so the paperwork closes.

Why the MD climate favors polyurea

MDOT SHA stockpiles 386,000 tons of rock salt for 18,177 lane-miles, Baltimore humidity averages about 75% in late summer, and frozen nights run from over 100 a year in the northwest to under 20 on the lower Shore [9][10][11]. That is salt, moisture and freeze-thaw at every fuel site — the conditions polyurea is documented to spray in and survive.
